OberforCapital Project Advisory

Advisory — 02

Safety, Industrial Risk & Environment

Fire, process and environmental safety treated as project conditions that shape the layout, the packages and the contract — not as a compliance layer applied at the end.

Scope of work

Regulatory strategy on a multi-basis facility

The national code of the jurisdiction, the licensor's package, the client's corporate standards and the insurer's requirements apply at the same time. Establishing which governs where they diverge is engineering work, and it belongs at the front of the project.

Independent review of safety concepts

Fire protection and process safety concepts reviewed against the established basis, with the disagreements written down rather than smoothed over.

Design and specification review

Drawings, specifications and vendor documents checked against what the contract actually requires — and against what the facility will need to operate.

Safety requirements written into scope

Requirements drafted as contract language in the contractor's scope, where they are enforceable, rather than as comments on a drawing, where they are negotiable.

Environmental constraint as a design input

Emissions, discharge, noise and siting limits introduced as project conditions at the point where the layout can still absorb them.

What we will not do

We do not claim compliance with a specific standard without the document that proves it, and we do not certify. Where a certificate is required, we say who has to issue it and what they will need from the project.
